The heat sink and other parts of this PC were full of dust. Keeping your PC clean is very important. Dust may get inside the hard drive rendering it useless. Dust may also create short circuits or bad connections. When there is lots of dust inside the PC the cooling system and fans will not work properly, as a result the PC will be slower and probably more noisy.
We carefully cleaned this desktop PC for our customer and now the fan runs much more silent.
